Η APC s.a. ΣΤΗΝ ΗΜΕΡΙΔΑ

Ο Πρόεδρος της εταιρίας APC s.a. Νίκος ΑΝΑΓΝΟΠΟΥΛΟΣ συμμετείχε ως ομιλητής στην ημερίδα που οργάνωσε το Υπουργείο Εξωτερικών της Ελλάδας και η Ευρωπαϊκή Επιτροπή με θέμα "Υδατοκαλλιέργειες και νέα Κ.ΑΛ.Π.".

AQUACULTURE
Thank you for your kind invitation, it is a pleasure for me to be here today.
Meetings, such as this, in which the national authorities and other stakeholders of the Adriatic and Ionian countries discuss for an effective approach and cooperation are really needed.
I was in the past in the international conferences for fisheries cooperation in Heraklion and Venice.
A lot of discussions, words, but no facts.
Working for 30 years on aquaculture sector - an important and raising sector - I would like to focus on it, and the Adriatic Ionian countries.
A. Adriatic and Ionian sea are sensitive marine zones with serious environmental problems (pollution, overfishing, urban and tourism on coastal zone, etc). But in the same time having a look on marine aquaculture we can see Greece (western Greece, Epirus and Ionian islands regions), Italy, Albania, Montenegro, Croatia, Slovenia, have a significant production of sea bass (D. labrax), sea bream (S. auratus), mussels (M. galloprovincialis), flat oysters (Ostrea edulis), clams (Chamelea gallina, Tapes philippinarum), white sea bream (Diplodus sargus), Sharpsnout Sea bream (Puntazzo puntazzo), Pandora (Pagellus erithrynus), Umbrine (Umbrina cirrosa), dentex (D. dentex) and blue fin tuna (T. thynnus).

In parallel there are the most important lagoons in the Mediterranean (Messolongi - GR, Venice – IT, Butrinti – AL) in which extensive and semintensive aquaculture systems are applied.
The EC aquaculture sector has stagnated for many years despite its big potential for development and the growing demand for aquaculture products. This stagnation is due to the increasing import from third countries (mainly Asia and Africa) of cheap aquaculture products, which are often not produced with the high European sanitary, environmental and food security standards. It is evident that the EC has to step up its aquaculture production and compete with third countries in the field. The same phenomenon was in the ex – Yugoslavia countries and Albania due to political changes.
The policy for aquaculture would assure the economic, social and environmental sustainability of this sector.
B. Looking in the proposal for a new Regulation on the European Maritime and Fisheries Fund (EMFF) (com 2011/425f) we can find that:
Aquaculture contributes to growth and jobs in coastal and rural regions. Therefore, it is crucial that the EMFF is accessible to aquaculture enterprises. In order to increase the competitiveness and economic performance of aquaculture activities it is vital to stimulate innovation and entrepreneurship. Therefore the EMFF should support innovative operations and business development.
New forms of income combined with aquaculture activities have already shown their added value for business development. Therefore the EMFF should support these complementary activities outside aquaculture such as angling – tourism, educational or environmental activities.
Investment in human capital is also vital to increase the competitiveness and economic performance of aquaculture activities. Therefore, the EMFF should support lifelong learning and networking stimulating the dissemination of knowledge as well as advisory services helping to improve the overall performance and competitiveness of operators.
In order to promote environmentally sustainable aquaculture, the EMFF should support aquaculture activities which are highly respectful of the environment, the conversion of aquaculture enterprises to eco – management, the use of audit schemes as well as the conversion to organic aquaculture.
In the area of international relations the EMFF may support the following types of operations:
a) voluntary funding provided to the United Nations organisations as well as voluntary funding provided to any international organisation active in the field of Law of Sea
b) voluntary financial contributions to preparations for new international organisations or preparation of new international treaties which are of interest to the European Union
c) voluntary financial contributions to work or programmes carried out by international organisations which are of special interest to the European Union
d) financial contributions to any activity (including working, informal or extraordinary meetings of contracting parties) which upholds the interests of the European Union in international organisations and strengthens cooperation with its partners in these organisations. In this connection, when the presence of representatives of third countries in negotiations and meetings within international forums and organisations becomes necessary for the European Union interests, the EMFF shall bear the costs of their participation.
C. Under this point of view the Adriatic – Ionian countries could work together on the followings topics for the sustainable development of aquaculture:
• innovation in aquaculture introducing new techniques (i.e. recirculated systems, off – shore farms), new products (forms and species), technical knowledge to reduce the impact on the environment
• collaboration between enterprises and scientific and technical bodies
• support investments contributing to:
- adding value to aquaculture products
- diversification of the income through development of complementary activities such as ecotourism
• harmonize national legislation with international and Union environmental protection legislation as well as Maritime Spatial Planning for aquaculture
• Environmental Impact Assessment
• aquatic animal health and welfare on public health legislation
• health and safety standards
• marketing and business strategies
• organize lifelong learning, dissemination of scientific knowledge and innovative practices
• organize networks and exchange of experience and best practice among aquaculture enterprises or professional organisations and other stakeholders
• identification and mapping of most suitable areas for aquaculture development
• conversion of conventional aquaculture production methods into organic aquaculture
• support forms of extensive aquaculture including conservation and improvement of the environment, biodiversity, management of the landscape and traditional features of aquaculture zones
• inclusion of aquaculture in sustainable development of fisheries areas through integrated local development strategies.
